Who the hell gives Art of War a downvote, and why? It's arguably one of the best things to happen to EU4! But I agree that the recent trend EU4 has taken is utterly wrong.
Emperor was a good exception from this, Emperor was great. But that one aside, every DLC be it flavour packs, or expansions since Mandate of Heaven was just "here's a government button to press every X-years. Also here are some government reforms, that give you 10% tax income. Oh and here's a pointless misson tree, because they are popular in HoI4, but without their depth.
Again, Emperor was great, a refreshing change from the trend, but compare Leviathan to Emperor. How is Leviathan an "expansion"? to me it's more of free-patch content, or a flavour pack at max.
For all it is, it's way overpriced, and I normally don't say this. After the whole bug debacle, I have even refunded the DLC to buy it when it's cheaper. Again I normally don't do this, but man...
