They should have sold it as a Pirates of the Caribbean content pack, and took the time to rework Naval mechanics. Would have made more sense and would not have created so much player angst regarding Iberia.

It has been a while since I agreed with you, but I agree with this point wholeheartedly.Move to EU5 will mean shit if the same development philosophies remain. If you want to solve the most common problems, the following need to be done:
1. Gap between the DLC releases needs to widen. You can't develop a good feature if you have too little time
2. Design Philosophies need to change, most notably what EU is. Abandon the whole "EU4 must be primarily an MP game", and don't make it a Virtual Board Game with goal of conquering the world. Make it a simulation like what all the other PDS games are
3. Stop being stubborn with not including some things that really should be there, like detailed internal politics and characters. Nobody needs the CK2 system, but people and internal factions defined states in ALL periods of history
And a few more things.
Rule Britannia is my favourite example of worst DLC. There were 12 dev diaries! The only proper feature it has introduced is Naval Doctrines, which, from gameplay perspective is a mediocre. It's introduced Anglicanism which ended up being a hindrance. It's introduced the latent resource mechanic, which is nice, but introduced only one latent resource, which is pitiful. Innovativeness and Knowledge sharing are so microscopic it's embarrassing that they are listed as the main features. The best feature BY FAR that was part of the related patch is country names stretching over sea zones. That's 12 DDs.After listing it I'll say, that it is empty. The amount of interesting features hardly compares to even Third Rome and Rule Britannia. All that is added is heavily tied to playing in Iberia, and if that isn't the region you like, then I suppose there isn't really anything here. The Immersion Pack doesn't change the way you interact with any Iberian power, so unless you want to play Castile/Portugal/Aragon/Granada, you won't feel any change in your games.

Why are people complaining more and more every time they get to see another DLC which they do not like and prefer something more in there own interest? If you are so obsessed with Italy, the HRE or 'reworking core mechanics' well first and foremost have patience and second go write down a fully constructed suggestion which YOU would like to see in game and don't expect the devs to come up with 100% favorable mechanics.
I do this every time when something pops into my mind and well, I got to see many DLC's coming up which I highly appreciate and I'm sure it had something to do with my effort to write down suggestions on the suggestion forum. And no, I'm not talking about *title suggestion* *Paradox make this better or create something like this* NO, give Paradox the exact lay out where to build from and then you might expect something in return in the future.
I'm sick and tired of this childish behavior, act as decent community member. Many of you complain how Paradox lost it's backbones but some of this community are the exact reason why Paradox is losing it's backbones, you should help them by giving idea's rather then complaining about your personal nonsense.
Actually, according to statements made by PDS at PDXcon, they don't actually want a fully constructed suggestion. They prefer to get directions/ideas as they want to have the creative freedom to give it their own spin. According to them, a lack of ideas is never the problem. I've seen plenty of fleshed out ideas around here that were viable but weren't taken.
You also want to make a distinction between a toxic community and a community that thinks along. PDS agrees this community is great most of the times, despite outlier posts. No company or game has improved by filing well intended criticism under "hate" or "toxic behaviour". You don't do anyone a favor by defending anyone's bad choices.
