I can see that end up in various "Weirdest covers of 2010" lists.
And I can dig that.

It does highlight the weaknesses in the game's name... But the art gives that feeling of what if, like someone said, and hints at some of the powerful ideas and concepts that were part of this era.

This cover here depicts confederates vs British, and it's called Victoria II.
Victoria is victory in Latin (or so, I think). Now, the Confederates are probably fighting the British after they won against the Yanks, ie, the second Victoria, Victoria II! And they will win, of course, which means it is the second victory.
II is also Roman numerals.

I figured. That's why I posted it as quickly as I could, so as to mitigate your anticipatory anxiety.
Even though I personally like the cover, I think you're absolutely right. Maybe use the idea but make it stand out more, either by more clearly showing the english forces, or by having something that really grab your attention, like Confederates vs. french or german forces.

Did you also consider the proposal of one forum user to call the Game "Victoria's Secrets" and give it the fitting cover?
But the historical British intervention in the American Civil War is fine, too. But many potential buyers will probably not even get that something isn't right at the cover.

I'm not sure how many people over here would recognise the Dixie flag, or if they did care to play a game that appears at first blush to be about the ACW.
