As a megacorp you should be able to release certain planets or sectors as vassals that don't have megacorp government. It doesn't make gameplay sense to have a megacorp with megacorp vassals as they gain no benefit from it, they can't even make commercial pacts to have branch offices.
It would make more sense both on a gameplay sense and for roleplay reasons for a megacorp to be able to release vassals of a different government type. That way they can have commercial pacts with them. Roleplaying it could be similar to granting greater autonomy to dissidents who don't want to be part of a corporation or serve capitalist leaders.
