Megacorp Civic inspired by the Dev Diary: Headhunters

One of the features that was unveiled in today's dev diary was the ability for vassals to trade their leaders to their overlord. Since the functionality of trading leaders now exists, it would be very simple to create a civic to give this functionality to Megacorps. I also added the Feudal Society leader system, since it's a unique style of gameplay that I think would be interesting to use as a megacorp.

Headhunters (v1)
This Megacorporation is focused on the recruitment, training, and employment of the best and brightest.
Employed Leaders no longer cost unity upkeep.
-50% leader hiring cost.
+25% leader experience gain.
Dismissing leaders costs a 200 EC severance bonus.
Can buy and sell leaders with other empires.


An alternative, which doesn't use the Feudal Society leader system and instead focuses more on recruiting leaders from other empires. Also steals the "no negative traits" on level up from philosopher king because why not?

This Megacorporation is focused on the recruitment, training, and employment of the best and brightest.
-50% leader upkeep.
All leaders get +1xp per month.
Leaders can get an additional random trait from leveling up, and can no longer gain negative traits leveling up.
Can buy and sell leaders with other empires.
