Your very right about this Sir , and very smart to point it out. If Germany goes in to a early (stupid) war it has to pay the MEFO bills imediatly ... and that is a very bad debuff +20% consumer goods * insert number of months.

Virtually impossible.
Annexing poland is almost always followed by around maginot. So it's on the german player to decide whether he will be at war or not. Sacrificing poland is not an option for the allies. Especially if you sacrifice poland, germany will have no resistance in poland at all. A nightmare in MP games.

Good idea but it won't work that way.

MEFO bills in shape showed on streams (-20% consumer goods for Germany) would encourage shifting all axis economy into Germany this would degenerate MP games a lot. Most likely MP communities would need either house rules regarding that like 'no licensing/trade factory transfer to Germany' or would have to write mods that alter MEFO a lot.

I don't know how much the Allies will be laughing. I also don't know how avoidable it is, either, as with historical focuses disabled, Poland pretty much always forms their own faction and gets romped(the only times it doesn't happen are when they take to long to get to the focus, but they WILL always take it). Poland's factories will most likely offset the cost, with the added benefit of no resistance in Poland and no second front to draw away troops. The scenario you describe could very well result in the fall of the Allies.

This is the most stupidest thing a germany player can do. Skyrocketing World Tension only helps the Allies. And germany needs the 40k+ infantry equipent it gets when capitulating poland in 1939, because the best people play tank divisions and not for a war of attrition. No good germany player will do early aggression anymore. That was two years ago.
I can tell you right now, if i get research pact i win ~85%+ of my germany games. With mefo bills this will be much higher. And your point still doesn't adress the MEFO Bills. It is very strong right now.

Stalling the SCW usually keeps WT well below 40 so...not a huge Problem.

Edit: I wouldn't do it that early anymore, but One or two years early to get a good increase out of the factories with no partisans is worth it imho.
Even better if Poland is in it's own faction.
MEFO is open for discussion as soon as I can try it. No real use in an isolated discussion if noone knows and sees all the changes. As I see it currently the MEFO would make early Aggression even more interesting for me.
Tank Divisions are nothing new, but you don't need them against Poland or the lower Countries. At least not that many (depending on which Countries are played by people).

A Mefo bill (sometimes written as MEFO bill), named after the company Metallurgische Forschungsgesellschaft (Metallurgical Research Corporation), was a promissory note used for a system of deferred payment to finance the German rearmament, devised as a legal fraud by the German Central Bank President, Hjalmar Schacht, in 1934.

Should Hjalmar Schacht be unlocked/researched when the game begins on 1/1/1936? If what is true on wikipedia, then wouldn't he have already been within the inner circle?

The reason why I'm speculating and not waiting until the update is because I feel like it will be months until it is fixed (if it is a bad as I think) as Paradox seems to hate small patches. I do like the fact that is restricts Germany from invading the Netherlands in 36. It also has other problems, like the fact that someone could play Czechs/Austria and meme the game (even if they don't join a faction).

Don't get me wrong, I'm fine with the Intention. I'm sure they did a bunch of playtesting and I guess we'll have to see. There is alot that looks OP on paper and isn't anymore when ppl get accustomed to the changes.
It's more like, they propably won't throw away what they got two weeks before release :)

I've wondered that as well. If Germany has no consumer goods as it conquers through Poland and France, the number of factories "made available" by the MEFO will keep increasing. Doesn't that have MP implications like "Axis should give more territory to Germany" or "Germany will snowball faster" or something?
15% (in war economy) of *all* factories as bonus civilian factories sounds significant.

To be honest, rules like those are probably a good idea anyway. We tend to frown on phantom licenses and trades in our games.

Germany is weaker now, the Mefo Bills balance that out. Also you pay for them with political power, which now is a much more valuable currency, so calm down people and wait till release. Also there is always a big bug-fixing/slight balancing patch after each DLC. So if a consensus arises that they are too powerful PDX will fix them. Also the next DLC won't take 9 months because its size will be in-between WtT and DoD (was mentioned on the stream some time ago). So a slightly OP Germany won't break the game (given that general winter is not the menace he was historically Germany is OP at the moment anyhow) I am more worried that China can get very strong way too fast or that Japan can get super strong by smartly using the inter-service rivalry mechanism.
