I noticesd that due to spies you can have mediums in 1937 quite easily: (already tested that 4 times as Poland)
1. Day 1 start agency
2. Start building network in Germany
3. Get 5 upgrades (Ink and blueprints are useful but not necessary) to get second spy
4. Infiltrate Admin (often gives PP) and Army
5. Get 3rd spy (Illusive guy)
6. Make sure you invented GW tanks and both light tanks (1934 and 36)
7. Steal military blueprint from Germany
I always get Medium I tech for free.
I will test that as France, but as Poland I do: PP focus, Fascist/communist advisor, accumulate points, one more thing for 150, then illusive as 3rd one.

Hmmm you gave me a idea to steal carrier blueprints for germany. Using japan or USA as a target.
If it comes for free its actually very nice and be worth researching carrier I.

Allowing me to have some Naval bases for Naval bombers in the mid of the atlantic. ;)

but i do need to remember how easy/hard it is to detect a small carrier in the middle of a sea zone and test how effective i can pull this without damaging at least 3 collaboration government plans.

worked but mixed results.
I got 1936 carriers on first try. Not even the need to get 1918 carriers.

Without carrier 1918 you can´t place hangars on the 1936 Carrier. o_O

I'm too chicken to do any infiltrating until I get my third spy, as once I had one of them caught, and when I sent the other on a rescue mission, she got caught as well. Deeply stuffed, and neither of them had the courtesy to take their cyanide pill. So now one of them sets up a network in Germany and sends it to sleep, while the other does her nails in Paris.

Еру thing that Germany currently is a milkng cow for most useful techs - tanks, industry, carriers is troublesome. You can exploit this to get extremely overpowered, especially with industry techs.

Somewhat Ironically, it's actually better to steal techs from countries that don't have any, because you can rush ahead of time techs that no country has (mainly 1943 industry).

To expand upon @blahmaster6k 's point, it's best to do the theft on central american or himalayan buddhist opms because they don't begin their industry focuses until 1939. They won't have enough factories to create an agency or take the defensive upgrades. Nor do they have enough resources to sell for factories either. So your missions on them will take the base amount of time and won't be delayed, except by the default penalty for doing the same mission multiple times.

By the way, I've seen you around here recently, welcome to these forums, they're much more civilized than Reddit. It's nice having someone else on here bringing meta perspectives (or just parroting @28lobster and others lmao).

EDIT: I did one time have the unfortunate incident of my first spy immediately deciding to kill himself within days of being assigned to Bhutan and being unable to rescue him. This was before I even had suicide pills or a second operative unlocked to rescue him with if he had been simply captured not killed. Bhutan isn't all sunshine and rainbows apparently, or maybe he just decided to walk off the himalayas.

I dunno, I like the chaos of reddit. And the meta-worship. Not to say that meme games aren't fun, but metamemegaming is hella fun, way more so than artificially gimping yourself because of historical accuracy. If I can't go total mob USA in 1936, why am I even playing?

Back on topic, the spy agencies are a bit whack. Getting tools, industry, and construction V from Tibet - while still in 1939 mind - is literally gamebreaking. I love it.

I don't know the cause of that but it correlates with doing the theft before you're ahead of time. If you start stealing as UK in 1936, you're going to get a couple 10% bonuses before the 300% + ahead of time bonuses start rolling in. Regardless, you'll get them all done in 1939.

If you start with Germany in 1937 after having done three collaboration missions, with 1937 tech already completed and already researching 1939 tools and industry using the 2x +100% bonus you got from 4 Year Plan, you'll not get more than one +10% if any at all. You will have all the 1941 techs ready for Danzig and will have the 1943 techs done in 1940.

Encryption and Decryption do still exist as categories. The last three computing techs are in that category, but not the first.

So, to be clear, one keeps any branch lagging behind and then he either gets that missing tech for free instantly or a +300%+bonus combo?

Computers going to Encryption and Decryption is just o_O. Good to know though, as I obviously had that all researched by 1943 and the bonus won't apply anywhere to show me where it belongs.

Yeah, I remember you helping me figure this out over on Reddit, I can confirm that if you have every current-year tech already researched you won't get any 10% bonuses. For Industrial blueprints, if you have all techs up to 1938 researched (radar, computing, industry, tools, synthetics, fuel refining) before you do any stealing (if you start in 37/8), you will always get the normal non-bugged 300%+1-2 years reduction.

Oh, it also requires the refining of 36 and 37?

this does increase the demand quite a bit.
I like to research those in 39 as they're useless before you have 1 refinery.

Guys, this is just wicked. So I switched my spies to the Netherlands, waited for the Dutch to research w/ their Phillips bonus, and then put the spies on the stealing mission, ensuring everything else they have I've got also researched. Then, 1 day before the spies would return, I switch one of the slots to that 1940 computer (in late 1938!!) and here we go:

Guys, this is just wicked. So I switched my spies to the Netherlands, waited for the Dutch to research w/ their Phillips bonus, and then put the spies on the stealing mission, ensuring everything else they have I've got also researched. Then, 1 day before the spies would return, I switch one of the slots to that 1940 computer (in late 1938!!) and here we go:
