Hello,

In my current game as the Byzantine emperor, I have medium crown authority and my vassals are constantly waging war on each other. These aren't faction wars or wars versus their lieges, these are full-on kingdom vs. kingdom claim wars. The King of Africa is pressing a strong claim on the Kingdom of Sicily. Is this intended, or has anyone else experienced this problem?

I done some testing and found that - with empires, under medium CA:

All de jure kingdoms can not declare war on fellow vassals of an emperor.
All de facto kingdoms, if their de jure empire is not created or they do not have one, can declare war on fellow vassals of an emperor. They are unaffected by the empires crown laws.
All de facto kingdoms, which have an active external de jure emperor, will use thier de facto emperors crown laws. This would be wrong(?), should they not use thier de jure lieges CA, like dukes to kings.

With Kingdoms:

All de jure vassals can not declare war on fellow vassals.
All de facto vassals, which have an active de jure liege, use thier de jure liege CA.
All de facto vassals, which has not got an active de jure liege, uses the CA of the de facto liege.

There seems to be some contradiction, in how crown laws effect vassals.

Is this WAD or a bug? I noticed when loading the game as the Count, that he does indeed have the option to declare war and there is no indicator telling me that it is forbidden due to crown laws.

All vassals are allowed to declare war on their direct liege. Medium CA stops vassals fighting each other. It does not stop vassals fighting lieges.

I am getting the same. I am king of Italy & Burgundy (with Medium CA in both) and it is the third time that the count of Saluzzo is declaring war to his liege, the Duke of Susa. So far so good, except that each participant can draw in his own allies (including other Dukes), and so as a result I have been having constant warfare among almost all of my vassals.
I found it very surprsing, since it says that Medium CA should prevent my vassals to fight each other but in practice I got my Dukes fighting each other for decades by now.

Any CB that you can press against you direct liege is fair game. This has always been the case. It now just seems, a little more rampant with factions.

Absolute CA stops vassals from declaring war on independant realms.

You're not a god. The relationship between you and a duke is the same as that between the duke and his count.

true, but if i put someone in a place of power, shouldn't i be able to defend them if i want? Because as it stands now, i am unable to. And shouldn't a fellow duke be able to come to their aid, even if its just to show their own counts what happens if they get uppity?
