Medium Crown Authority and Vassals fighting

I'm King of Rus and Ruthenia and have Medium Crown Authority in both Kingdoms, so vassals should not be able to wage war on each other (according to the tooltip anyway). Yet they are.

This only started tonight after loading a saved game. Prior to this, it seemed to be working as expected. Am I missing something about this?

They can still fight faction wars. They can not press claims or DoW anybody directly, though.

and they allwasy can figth there liege, meaning count can revolt agains duke.
