Click the "Laws" icon in the big blue row of icons. Then click on the COA that belong to the kingdom you want to see the laws for.
Even if I get a Byzantine COA up in the Realm screen (Usurp, Claimants, History) clicking laws just gets the Royal Laws of Ireland screen - no other choices available. Maybe since I'm "not a vassal . . . yet" as the Basileus who just usurped the Empress says. Mainly, I wanted to know the laws and which direction he was going.

The HRE establishes medium and eventually high authority, I form the kingdom of italy, I can attack german dukes and italian doges regardless. If you start as the lombardian or carinthian duke and marry matilda you can form italy upon your son's succession to the titles of both. The HRE can pass any law they like and you can keep rocking it. Probably because the HRE isn't dejure in Italy, so the same is likely true of Burgundy.
So I'd say medium authority isn't working as intended since I can subvert it by forming a kingdom along the edge of the empire.
I'm pretty sure they can still fight within your own kingdom. They cannot fight OUTSIDE your kingdom. It's either high or max that they no longer can declare war on each other.

It's the other way around. At medium authority they can no longer declare war on other vassals within your kingdom
