I notice there is no option to edit engine sizes seen on stream.
Mechs have mobility values, however.
Are these tied to individual models, e.g. a Jenner being more mobile than a Panther, or equal between tonnage? Or perhaps equal between mech classes?

Engines are fixed in this game. So essentially, yes it is tied to the Mech model. A Panther will always be slower than a Spider and a Cicada will always have way, way too much engine.

Mech speed is a function of both engine size and chassis tonnage. Putting a 245 rated engine in a 35 ton chassis will always give you a top speed of 118KPH, regardless of tech level, no matter if that chassis is a Jenner or a Raven or a Phoenix Hawk or an Adder.

In traditional Battletech the rules allow engine customization the same as any other component. In this game, in order to preserve the character and capabilities of each individual chassis, engine customization won't be allowed.

The speed of a mech is a combination of it's weight and the engine it has installed.

Since they are not allowing engine swaps, each mech will have a set speed no matter what. As @Q_res said, Spiders will be faster than Panthers and Cicadas will waste too much on speed.

In success we may see them change things to allow engines swaps in the mechlab but at the moment that is out of scope.

At the moment, engines are not defined as "engines" with a movement profile for various tonnages and a weight. Or at least in the beta they weren't. Each individual mech had it's own movement profile and a "free tonnage" value (for weapons and armor and other equipment, not engine) that indirectly defines which engine is installed. While this can be modded, it makes the whole implementation of engine swaps a little more complicated.
