Well you could let the choice of capital decide your policies. Meccah - Leaning at religous fundamentalism, Cairo - Centralism and so on.

What you could do is creating a plan on how countries can join. Maybe the federation starts out with a few countries and have their capital in Damascus. Then if Iraq joins the capital can be moved to Bhagdad. And then Egypt joins and so on...

But it is also fun to have an event that triggers when you captured the three cities in wars (their yours) or what provinces you think is needed and then you can choose to become the arab league.

Thats a good idea the capital choice, Cairo more militristic etc.

I was thinking of a plan on the states joining, I was thinking Syria and Lebenon start it off with Jordan joining soon after. Iraq to get rid of the 'american influence' decides to join also.

Then a messenger is sent out2 all the states in the 'non country' AL and asks if they want to join. Saudi Arabia says yes because its people are rebeling against the monarchy their. Egypt and Libya says no, but Algeria, Sudan and Morroco say yes. And so on, il write it better later.

The wars should start when cuntrys say no to this large league :D

A problem with capturing all 3 citys to become the AL is the AI might not be ble2 do this right.

Yeah, to capture all three cities is something the Ai is too stupid to do...

As Gath said, it could've been a good idea to start it in the middle-east, and then expand it too Africa. That would make a more "exciting" war against Turkey, and Israel. Later, they can expand into Eastern Africa (Libya, Egypt, Sudan, Somalia), and later, eastern Africa.

Yeah, so the capital starts in Damascus, and moves on to Meccah if E. Africa is in, and can be moved on to Cairo if W. Africa, but that should be a B-choice, so that the computer won't* do it.

* = Won't in most cases ;)
