I can answer those for you I believe.
1. Yes, they could always use more help. It is being released for the original HOI.
2. I don't know.
3. I would say it will be out in about a week.

It'll be out as soon as we can eliminate the bugs. I don't know how long that will take.

Working to eliminate CTDs. That's it.
Isolating the code that's causing it how it's done. For example, figuring out which country's .csv file is causing the crash by deleting half of them and seeing if it still crashes, and then half of that, etc.

Lunar, I haven't been helping as much b/c of the CTD's in one of the versions of the game. When you guys fix the CTD's[since I really dont know how unless its with events] then I can help more and make more events[and test them] like the India-China events I created.
