i think EA will start in 2010 and the number of soldiers will grow up little by little !!! so i dont know how to do...
but you know...when politics tell us 2010, it means later

A Declare it!!! Triiger event for all nations in EU if they wanna join.

hmmm... wouldn't there also be a thing for adding that country's culture to the EU nation in they join? This would make a very messy and hectic thing for a player playing Belgium/EU nation. Or are we giving the EU nation all the cultures in Europe to the it already?

Not every country, the countries wich are in EU. And then add cultures when countries join EU

Making the HRE into the EU is the most obvious choice, it's perfect, electors, member states, etc.

NATO = USA (leader), Britain, Canada, Germany, Poland, Spain, Portugal, Italy, Iceland, Greece, Turkey, Hungary, Norway, Czech Republic, Denmark, France, Belgium, Luxembourg, and the Netherlands.

ANZUS = Australia (leader), New Zealand

China = China (leader), North Korea, Mongolia, Iran

US vassal states = Canada, Australia, Mexico, New Zealand (none of them do anything the US doesn't want them to do )

Commonwealth of Independant States = Russia (leader), Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan and Ukraine

League of Arab States = Egypt (leader), Algeria, Bahrain, Comoros, Djibouti, Iraq, Lebanon, Libya, Mauritania, Morocco, Oman, Palestine, Qatar, Saudi Arabia, Somalia, Sudan, Syria, Tunisia, UAE, Yemen

that's about all I can think of

IMHO I would like to have a nordic alliance (nordic council) or at least a trade agreement.

I forgot for a second about there not being all of Europe in the EU. But giving the Eu nation all of the countries in the EU would give them a leg up when they go total conquest of the rest of the EU if thats still in the storyline.

Well USE shouldnt go rampage on all the other nations. You can do things to calm them down.

I think in provinces.csv there's a field where if it's 1 it's part of the HRE, if it's 0 it isn't

The one thing you need to change though, France, Turkey and the Netherlands cannot be part of the HRE by their very nature, so make countries that can never be part of the EU use the FRA and HOL tags
