Mayor of 2 cities not paying taxes?

In my current game, I just built a new city and gave the title to one of my already rich Mayor, and suddenly the tax income I got from him was reduced to 0! He likes me (+70), it's not a matter of moody behavior...

Either it's a bug, or there is something I ignore about the rules. Someone have this already happening to them before?

Check his stewardship. Most likely he has close to 0 stewardship and his max demesne size will be 1. When you gave him the extra, it will go overboard and he won't receive any taxes at all, and he won't be able to pay you any since he's not getting any in the first place. Try marrying someone with ~10 stewardship to him, that should solve the problem.
