Mayor Calls for no visitation, temp or perm, it doesn't say so, please explain.

I have events activated. The mayor calls me and says no visitation. I remove visitation. I add it 3 hours later, I get fined and continue to get fined. Huh? Really?

OH THANK YOU! I see it now that you pointed it out to me. I was really scared that I was going to have to start over with events turned off. Awesome!
