So in a WW2 game Canada ended up controlling all of France I assume because they did the initial amphibious assault. The UK troops did most of the liberating from what I could see. The war against the Axis is over and won.

So, it's quite a bit later and they still haven't liberated France (or Beligum for that matter) as a separate country. What triggers that?

I have no idea, but I'm guessing a majority of those occupying Canadian troops are from Quebec :p
