They don't really make sense as a historical/realism idea. Why should the Scots prefer to ruled by the English than by the Irish? Because they are part of the same "group"?

The latest patch does make sense in this regard, as it splits Scottish culture across the Celtic and British groups.

The highland Scots were Gaelic-speaking clans (like the Irish), whereas the English-speaking lowland Scots had predominantly Anglo-Saxon and Norman influence (like the English). This uneasy cultural rift was well-documented, both during the times of independent Scottish kings and after the union of Great Britain.
