We have thought about it, but development teams, especially designers usually have an area of expertise. Within PDS this has been demonstrated quite successfully to be grand strategy games. If we took the EU4 team and told them to build a game with tactical battles, there may succeed, they may not, there is no guarantee of success there. Besides, Total War games don't actually sell much more than our games these days anyways, so we'd merely be moving our resources to another niche.
Better for our developers to focus on what they do best and if, at some point in the future, we decide we do want a game with tactical battles, to find a new team to do it, either by hiring lots of people or by finding an external developer to do it. A good example of this is how rather than having PDS make a turn-based 4X game, we acquired Triumph, who are specialists at those types of games with Age of Wonders 3.
