Currently it's really bad to be at the maximum possible fleet capacity (1000) in lategame. I understand that this is partly due to performance reasons. But If you are already at 1000, there is no benefit of integrating a vassal in your empire, no matter how large, as you end up with a significant loss in combined fleet strength - by integrating, you lose the extra capacity that your vassal had.
Therefore, the larger your empire gets while beeing at max limit of 1000, the weaker you are. I only played a medium sized galaxy and this became an issue. I was forced to vassalize everybody as my fleet would otherwise be tiny in relation to all the combined individual empires, despite me having an empire half the size of the galaxy.
Therefore, the maximum limit of fleet capacity should be somehow tied to the % of inhabitable planets in the galaxy that you own. Maybe tie fleet capacity maximum to sectors, so that you can have 4 very large sectors each with their own calculated maximum limit of fleet capacity - which would be equivalent to 4 individual empires.
