I remember reading a recent thread asserting that there's a cap of 50% on the effect of capitalists on production in a state. If that's the case, it would seem to me that there's little point in creating another capitalist in a state where there are already 50,000 present, as you've already maxed the bonus. Sure, the capi will build stuff (depending on government), but you're probably better off creating the capi in a different state. Am I correct in this?
