I dont currently have screenshots but in order to get primo now in the game without the conclave dlc I have to get to emperor teir and then max crown authority to change to imperial administration? Primo now requires imperial administration? Is this WAD or WAI?

Christian. started as a single provience count in the dec 25th 1066 start bookmark in the british isles. Wanted to work way up to emperor. am now emperor but cant get primo because it requires either late feudal admin (which is conclave only) or imperial admin. Which I cant get because max crown authority. since the nerf to gifts max crown authority is impossible. is this really WAI?
I hope to hell the OP has a bug because this is going to screw my Eire playthrough all to hell. I was hoping to get primogeniture enacted on my next king.
It still requires only high or absolute crown authority if you don't have conclave. Don't panic. The Tool tip is confusing as it includes both conclave and non-conclave requirements.

I met all the previous conditions that existed prior to conclave and it wouldn't let me change it. if it only requires high crown authority this is a bug.
I can confirm that you can change to Primogeniture succession if you are at high crown authority and meet the other requirements (2.5.2 YZAZ). You can't be at war and you can't have any vassals fighting. You must also have no direct vassals of count rank or higher with a negative opinion of your ruler.

It's just a confusing tooltip, if you have Conclave enabled, Crown Authority no longer exists as it was and you'll need to exclude that part of the tooltip. If you don't have Conclave then you'll need to follow the old system.

The conditions are set up so that one of two things must be true. Either you need to have Late Feudal Administration (requires Conclave) or you need High Crown Authority (requires not having Conclave).
If you don't have Conclave and you do have High Crown Authority then either it's a bug or you're not fulfilling one of the other requirements (ruled for 10 years, at peace, no vassals are fighting each other, no count or higher vassal has a negative opinion of you, not under a regency, title is not a viceroyalty).
Another thing is that if you have Conclave and you have both Elecitve Monarchy and Full Council Authority you can only switch to Elective Gavelkind. I realize OP doesn't have Conclave, just listing this for the sake of completeness.
