I have all DLCs enabled.
I am on 2.8.1
This bug should be easily recreated by trying to use the Mastery of Nature decision on Mars in the Sol system after terraforming and colonising it.

Pretty simple, not much explanation necessary, the Mastery of Nature decision is not an option for Mars.

Never mind, I'm an idiot, I was cycling through my planets clicking the decision on each of them and the game must have lagged and not cycled planets, so I had already clicked the decision, therefore the option to do so was not presented. Feel free to disregard or delete this post
