On the Khakneuth Wormhole


The Ministry of Foreign Affairs would like to clarify that the gravity well surrounding the Khakneuth Wormhole is and always have been sovereign territory of the Republic of Baekdu since its discovery and transversal by Joon Haneul in Galactic Standard Cycle 3745. As per international law, free passage through this territory has always been granted to civilian traffic and organizations. However, no treaty is currently in force between the Republic of Baekdu and any other national government regarding passage through the Khakneuth Wormhole for military or state usage. To ensure proper administration of the territory going into the future, we would like to announce the opening of Youngha Station, which shall serve as a customs facility, protected by the Naval Gendarmerie, for all traffic entering and exiting the wormhole. The station shall be operational by the end of An. VIII.

While I expect an official response from my government within several days, I thought it would be prudent to make a response as well, considering your apparent issue with my successful colonization of the Tetra Volcanus system ((That's what I'm calling the system alex)).

In 3746, the Commonwealth of Albion, the Kingdom of Francia, and the Federal Empire of Azeratii signed the Treaty Of Waibosa. Amongst other things, the treaty granted the Khakneuth Wormhole to the Commonwealth of Albion, the Duukadii Wormhole to the Federal Empire of Azeratii, and the Liekhs Wormhole to the Kingdom of Francia.

The statements made by your government, now in 3752, six years after the signing of the treaty, indicate you do not recognize the Treaty Of Waibosa, which all signatories of the treaty would no doubt take issue with. Regardless, the my government considers the Khakneuth Wormhole part of its territory, and thus my use of it did not violate any laws.

In the fist case how its a wormhole inside a nation unless said nation control all entrance to it? Infact the wormhole that have sparked the debate is shared between the baekdu and the commonwealth of albion. Furthermore the article is to avoid the growing problem of wormhole ownership whom the celtic republic seems to not care about.

Only through cooperationa can this organization progress and avoid conflicts. Should we let conflict spiral out of issues thay should not cause it? For that its what you suggest.

Tje xanthi trade coalition will have to support the dominion on this. Meanwhile we could care less about military and colonization of the new world the control of chock points to squeeze trade and prohibit the movement of products across a wormhole is a most grevious thing

The PGC is an organisation created to promote diplomatic discourse and stability, and not one to impose a particular ideology on other polities. If the Diclonii and the Trade Coalition internally advocate free trade and freedom of movement then that is their business, however there are other polities that do not and they must be free to hold these views - otherwise we are forgetting mutual respect between nations, which is a cornerstone of this organisation. This organisation has no right to impose free trade values, or indeed any values apart from mutual diplomatic respect and sovereignity, on any polity. It is worth reminding that the PGC is not a freedom of trade organisation, as it has embargoed polities before and could do so again at any time.

The Baekdu Republic has been the only polity to use this wormhole since it's discovery until now. It is, de facto, under Baekdu control and it part of their internal affairs.

We would also appreciate if the Diclonii refrain from personal attacks on our polity. Telling us that we "do not care" about the issue helps nobody.

The embargoes done previously had cause and reason. However the PGC have become more than just to have diplomatic talks with resolutions, embargoes and military interventions. Whatver the Celtic republic may think we have the right to propose the resolution as it do not affect any internal matter, for there is not even one structure in either side of the wormhole from the Baekdu republic to even claim it belongs to them.

This claim that military makes might is nit how things should be for if so, we may as well disband the PGC and everyone declare war upon each other.

Dear Minister Hahm Jeemin,

Whilst the Celtic Republic will, as always, publically support the territorial integrity of it's allies, we must insist that you reach peaceful compromise with the Commonwealth of Albion over this wormhole business. Open conflict is not in our benefit at this point in time, and I will not send this nation into conflict with two neighbours, as the Diclonii seem set on wormhole movement rights, for the sake of a wormhole light years from our space. More importantly, such a compromise must be made privately with Albion, and without setting poor PGC precedent by doing away with territorial integrity.

The Diclonious Dominion is alarmed by tbe declaration of the Baekdu Republic. The claiming of ownership over a wormwhile has already started one war and can set the precedeny for many more.

Whats more the actitude and declarations reek of anti freedom of movement by the people, anti integration and free trade.

For such we bring the next proposal:

Resolution 3752-1
-No nation in the PGC will prohibit or blocakde the use of a wormhole. Niether by military forcew nor by military or civilian installations in the wormholes themselves.

The proposal of the Diclonii is pure nonsense.
Wormholes, just as everything else, belong to those strong enough to take them! If the Diclonii have been unable to conquer their own right to use a Wormhole this is certainly not a problem of the other people of the galaxy, let alone the Skaven! A race weak enough to not be able to use a Wormhole is a race that is rightfully doomed to be left behind.
It's really just simple Evolution.

Furthermore, we do not like these talks that depict the PGC as anything more than a system to simplify Galactic Diplomacy. The Federation will not see its indisputable sovereignty threatened by anyone.

The knight commander looked out from the old observation deck of the Aria. The ship was centered in the middle of a mismatched network of other ships, some colony ships but most puddle jumpers. Lately legitimate buildings have popped up amongst and even out of the stationary refugee armada. After immense trials and great gambles he had made the long decease dream of his predecessors a reality. The Knights of Progress had finally colonized, a chance to make their own nation. Still there was much work before progress could be achieved. Sir Dragos walked over to his desk to skim over his numerous documents, petitions, edicts, and other bureaucratic burdens.

Though he had his own quarters in other parts of the ship he just moved them to the observatory deck so he could look out at his subordinates, and besides he practically lived there when it was treated as his office before. The greatest issue of the order was money, they had spent all of their funds to colonize this planet. Then they immediately went into debt due to the maintenance cost of their ships. Luckily they have kept the crews at bay due to the fact they were paid in both land and food, but as the memory of their starvation on Albion fades so too does their contentedness.

Next on his vast list of documents was reports from Adzang. His orders to continue utilizing the gangs did not go as planned, instead of fighting only other gangs they united into a powerful force against the government. Not surprising though seeing how the government was declaring military law on the ghettos and many of the gangs had fought just as much during the civil war as any other. While the Pacifiers and Mara where loyal guard dogs they seem to have become rabid, and like any beast will need to be put down. Still they have still retained enough loyalty to provide some of their income to Atlantis still. This was stupendous news he had thought the ships lost. "Good I thought them all dead for not having reported back."

Squire Thibodeaux spoke up "Sir its better than that they have discovered several systems and an ancient ship." The systems were part of the plan and their maps could be sold off to anyone, probably the Albish so the Baekdu wouldn't be surrounding Atlantis. Besides future plans to play to polities off one another this ship was intriguing.

"How what's the ship look like what does it do?" Has the Knight-Commander began his line of inquiry a shadow inched over the party. Turning around to see what was blotting out the sun he ordered "get me the head of the expedition now."

I would also like to address the topic of wormhole ownership and usage that has come up. The Celtic Republic has made a few key statement of the issue. A ban on blockading wormholes or setting up military and civilian installations, as the Diclonious Dominion proposes, would encourage the ideology of free trade. While some polities may not be inclined free trade, the Pan-Galactic Community is not a vehicle for a single polity's agenda or ideology that it can force on other members. One of the Pan-Galactic Community's core values is, as Meciel Llywellyn said, mutual respect and sovereignty for every polity. The Dominion's proposal is going against that value in every way possible.

In addition, the Pan-Galactic Community respects the sovereignty of polities, which means that to put restrictions on what has been considered as sovereign territory by other polities would to violate that sovereignty. While I agree that conflicts over wormholes will be a problem in the future, it is not the Pan-Galactic Community's place to regulate sovereign territory only if there is no other alternative. In this case, any issues with the wormholes should be dealt with by the polity that has de facto control over it and the interested party.

On the Khakneuth Wormhole


The Ministry of Foreign Affairs would like to clarify that the gravity well surrounding the Khakneuth Wormhole is and always have been sovereign territory of the Republic of Baekdu since its discovery and transversal by Joon Haneul in Galactic Standard Cycle 3745. As per international law, free passage through this territory has always been granted to civilian traffic and organizations. However, no treaty is currently in force between the Republic of Baekdu and any other national government regarding passage through the Khakneuth Wormhole for military or state usage. To ensure proper administration of the territory going into the future, we would like to announce the opening of Youngha Station, which shall serve as a customs facility, protected by the Naval Gendarmerie, for all traffic entering and exiting the wormhole. The station shall be operational by the end of An. VIII.

While I expect an official response from my government within several days, I thought it would be prudent to make a response as well, considering your apparent issue with my successful colonization of the Tetra Volcanus system ((That's what I'm calling the system alex)).

In 3746, the Commonwealth of Albion, the Kingdom of Francia, and the Federal Empire of Azeratii signed the Treaty Of Waibosa. Amongst other things, the treaty granted the Khakneuth Wormhole to the Commonwealth of Albion, the Duukadii Wormhole to the Federal Empire of Azeratii, and the Liekhs Wormhole to the Kingdom of Francia.

The statements made by your government, now in 3752, six years after the signing of the treaty, indicate you do not recognize the Treaty Of Waibosa, which all signatories of the treaty would no doubt take issue with. Regardless, the my government considers the Khakneuth Wormhole part of its territory, and thus my use of it did not violate any laws.

official Statement from the Lord Regent to the Republic of Baekdu Regarding the Khaknueth Conundrum
While it is true that we were in diplomatic talks surrounding access to the airspace around the sejong system, this did not include access to the khakneuth wormhole which we believe should be open passage to any and all forms of movement of bodies and people. The problem here is that while we followed due diplomatic protocol, the Duke did not so any gripe should be brought up and resolved with him, as the offending party, Our own fleet has done nothing but follow protocol. we would seek that you allow them to still pass. In regards to the problem while i must say in the same vein as the azeratii incident a system should not have its population forcefully ejected or removed. however as the duke is our vassal we can not just leave him, we will be willing to mediate talks on the issue between the two of you. Our current proposal is that the duke pay 20% of his finances for the next 5 years as reparations. However we hope you can stand by and admit as others have that all polities have a right to using wormholes and to continue to admit and moniter the wormhole as interpolitial space, free from any one jurisdiction.


However we also thank Beakdu for the other of using the naval genedarmaie to rid the galaxy of these pesky pirates, we will humbly and graciously accept such an offer.

Whilst the Celtic Republic will, as always, publically support the territorial integrity of it's allies, we must insist that you reach peaceful compromise with the Commonwealth of Albion over this wormhole business. Open conflict is not in our benefit at this point in time, and I will not send this nation into conflict with two neighbours, as the Diclonii seem set on wormhole movement rights, for the sake of a wormhole light years from our space. More importantly, such a compromise must be made privately with Albion, and without setting poor PGC precedent by doing away with territorial integrity.

A History of Tasavalta

The People's Tribunals


Tasavalta, the hermit kingdom of the galactic community, had an untried and untested government. Riddled by neglect by an emperor that didn't care, the people rose up after a multiple year long famine to overthrow the ruling family. The nation, unknowing of what to call themselves, simply called the state they created Tasavalta [tr: The Republic]. Based around the ideals of creating a nation that is both fully representative of the people and the revolution, the state of Tasavalta strode blinded to the very revolutionary nature of itself.

The place of Tasavalta's justice system, long dominated by the cronyism inherent to the previous imperial regime, was thrown for a loop. The result of which was that the justice system followed the ideals of the revolution into direct democracy and no privacy. Therefore the Kansan Tuomioistuinten [tr: People's Tribunals] were established.

The very idea of the Kansan Tuomioistuinten is trial by peers, where the accused has evidence brought before them via a Kansan Keskustelupaikka [tr: People's Forum] (an online shared forum where all can view the trial and vote accordingly). To which the Tuomaristo Ikäisensä [tr: Jury of Peers] (consisting of everyone above the age of 18 within the local metropolis) will vote on both the verdict and the punishment (if guilty).
