I do not believe so. Judging by the wiki, and comparing with other achievements, vassals and protectorates do NOT count towards this achievement.

Yup, taking this as Ottomans is actually very doable. In my current "That's a silk road" achievement run, I am cutting through India like a warm knife through butter. Only Portugal has shown up at the scene, but if you focus on India from the start, you will be able to get it all before the Europeans show up at all.Master of India requires you to start with your capital in Europe (this includes the Ottomans, Crimea, Golden Horde, and I think one or two other hordes if you want the cheap cores) and eventually directly own all of India.
