Since CK3 is based around characters, I think the way to represent technology would be with characters. Once in a while new architectural methods and such is discovered and pioneer characters that know this methods are available to be recruited but there would be competition about them since they are in limited supply. The realms that have these characters get advantage over others with the technology they bring but if they die or leave that advantage is lost. Eventually a technology become common knowledge and everyone gets it.
