Nothing, because you cannot overstack as the defender and you cannot get over command penalty unless you decide to put mj generals in charge of 9 division armies or something.

Of course a good combination of logistical strikes, interdiction and constant attack from as many angles as possible will eventually take them out. It's only the cost that may be of concern...

In some cases it is better to either

1) Keep enough troops there to just hold them in
2) Let them "leak out", cut off and then destroy enough so that you can take the rest out.

As for negative modifiers, for every extra province you attack from they get a -5% modifier (starting at 10% -> 15% -> 20%) I believe.
If they can't retreat they get another 10%, out of supply 20% and so on.

Basically, with a little help from your side you could have them working at 60% effiency.

Add some bombing to that and you soon have them overrun. ;)
