Was Serbia at one point at war with Venice? I noticed that it's possible for foreign rebels to spawn in provinces occupied by these countries - I had "Ethiopian Peasants" spawn in Cairo once - the province belonged to the Mamluks but I had occupied it at the time.

Seems like the rebel mechanics were changed so that "occupied provinces" are now treated like your own provinces.

this. it's a relatively annoying probable-bug. I've even had the flipside and encountered Malayan peasants ... trigger in Paris of all places @_@

Happened to me on multiple occasions, many on one-province islands, that were sieged up by AI at one point or another, I was curious about the reasoning, hopefully a bug.
