Massive frame rate drop after updating from 1.5.0 to 1.5.1

HI all and @Obidobi who asked me to tag him.

After updating from 1.5.0 to 1.5.1 (with a mid-game star nation) I noticed severe frame rate drops. FRAPS says I'm never getting above 20FPS falling as low as 11FPS when I do something as basic as mouse wheeling in on a solar system. When ships are moving about the map, even something as basic as a science ship, the game nearly grinds to a halt. The only mods I was running were Fandom Emblems 1.0 and Flags: Emblems and Backgrounds - both of which were running fine with 1.5.0. I deactivated both to test this 1.5.1 issue I'm having and still the problem persists.

Running a i7 3.3ghz with no over clocking
32 gigs of ram
GTX 970 - latest drivers as of 2 weeks ago when I rebuilt my system
Windows 10

Thanks for creating a separate thread. Would you mind telling me how the lag is for you? What is your normal framerate, and what does it drop to? I'm running around 40-50~ FPS all around upon loading the save, with spikes on the monthly saves.

With 1.5.0 I was keeping a generally steady 50 FPS. There would be spikes on the monthly saves, but nothing worth getting in a twist about.

FRAPS says I was averaging 20-25FPS with 1.5.1 dropping down to as low as 10 when almost anything happened on the map. Move a science ship, lag spike. Scroll in on a system, lag spike.

I might try an uninstall/reinstall tomorrow after work just in case something odd happened when updating

So for the record, this was totally a windows problem. Windows pushed out the update around the same time that the 1.5.1 hotfix. Another eternal lesson to be filed in the "correlation is not causation" file.

Once I got the windows update, which was spinning its wheels at 0% installed (thank you very much Bill Gates), taken care of, Stellaris resumed normal function.

Let me also say for the record, this might be the most helpful forum on the internet. Cheers to the users, moderators, and Paradox staff.
