For some reason the AI loves to spam divisions, pile them up, and wont attack. During my war with Russia Japan would sit there on the boarder doing nothing, even when no Russia troops were defending. I don't have a save from the early, but I got one with it doing it again to Yugoslavia.
And here they are doom stacking, and not attacking.
