Mass Transit Scenarios - Unable to access

As per subject. No mods active, No other DLC. Scenarios are activated in Content Manager but the Scenarios Tab is greyed out when trying to select new game so cannot play them. Am I missing something or is this also broken.

As a workaround, if you download *any* scenario from the Workshop, and enable it in the Content Editor in game, then the Scenarios tab will become available and the 3 Mass Transit scenarios will be accessible.
