I think the best way to deal with it is just use hyper lanes that act as mass relays. Link close constellations into a sywith many hyper-lanes and then linking those systems with one or two major hyperlanes to mimic the larger mass relays that only connect with one system in the lore.

Using hyper lanes doesn't prevent your ships from moving, they can travel around a system just fine but going between systems you need the hyperlane.
Not really, Relays connect star clusters rather than each and every star. Pure hyperlanes are good as initial solution, but inclusion of eezo FTL (aka warp) seems too important to ignore.

Well, game already allows to use two FTLs at once - Initial + Jump Drive. So I expect it to be possible, even if hard to make.

I think the best solution is if we can add static wormhole stations. If we can code them so that they can be used by everyone, can't be destroyed, and can only go to a list of pre-defined systems. That's the ideal solution but we don't know if that's possible.

Just reading all the planet lore again reminds me of all the rich backstory present in game for those that took the time to read it. Mass Effect 3 did cut corners and dropped the ball on many important story aspects. Still, I do some ME1 and ME2 runs a couple times a year.

That. With some help and directions from the devs we could surely achieve that.

I hope this ends up being great, with the Citadel and Spectres (they're a handful of individuals but seem very important in the ME universe, capable of influencing entire wars) modeled in some way and playing a fundamental part of the mod, rather than just Stellaris played with ME species and a Reapers invasion end game crisis.

We forgot about the Terminus Systems. Is there a way to create Omega? ... how should we distribuite the planets? Blue Suns, Eclipse and Blood Pack?
Omega should be isolationist ..
And also ... Cerberus! Those are the xenophobs .. they have some planets AFAIK but their capital should be the space station from ME3. That will be also kinda hard to make.
And...the Collectors, definetely Collectivists and Fallen Empire.

There is "Pirate Codex" government type with Queen/King ruler, but I guess it's too shallow and aggressive to emulate Omega.

Better wait for Corporate DLC, imo.
And...the Collectors, definetely Fallen Empire.
Fits in terms of technology, but needs raiding mechanic without war declaration.

Well for the most part we have to wait and see when the game comes out. We will need some time to experiment with the files and see what level of scripting can be done.
