In last weeks DD Wiz told us that garrison troops can now suppress civilian unrest.

I would love to have a 'Martial Law' Edict, with which i can boots the suppression. This should cost political power, increase pops growth time and reduce all the production outputs.

From my point of view, I would find this very immersive: I declare 'xyz' Planet to be placed under martial law. WAHAHAHAHahhahahahhahahhahah

Just my 2 cents.

Good idea, but why would it increase pop growth time?

So basically effect of high unrest + political power cost + growth time debuff?

I think OP means that the 'martial law' effect would increase the effect of troops on the planet, thereby lessening the unrest penalties. But if there's a growth and production debuff associated with the effect, then it would be no different than the effect of the unrest, or be so marginal as to be worthless.

I think it would work much better if it was simply an edict that increased the effect of troops on unrest. Perhaps if you wanted more complex repercussions it could anger some factions when used.

Actually, there is another way it could work and be more nuanced:

Have a new policy: Unrest Control (or some better name) that determines the effect troops have on unrest. You could call the harshest of these 'martial law' and have the inherent complexity (ethics restrictions, diplomatic repercussions, faction appeal) of the policy system that way.

Interesting ideas. Yes it would be very nice to fine tune this with more complexity.

Edict vs. Policy: I have thought about this as well.
But I would prefer to use an Edict, because this is more selective (and helps me with immersion). I declare 'xyz' Planet to be placed under martial law. WAHAHAHAHahhahahahhahahhahah

This might already be in. Consider the following things from teh Lifestream:
Having 6+ Armies on every planet with 6+ pops makes Authoritarian Faction happy ("Martial Discipline"). Wich I asume means "Authoritarian atraction" for the pops as well.
Having a large army is only nessesary if you got a lot of unrest to compensate.
The number of armies needed to compensate for unrest could already be what martial law is. If you got lots of unrest to compensate, you applied "martial law" in effect.

I would not mind seeing some way to have the same unrest protection with less armies - like having a "Police Force" army. But the total amount of unrest that can be compensated that way should not increase.
It seems partially intended that very extreme unhappiness (like you purging them) will still result in Unrest penalties regardless how many armies you put there.
