This is annoying to me...
And it's an easy thing to fix...Why it hasn't been done yet when you've had this problem since the creation of the AI having too many relationships modifiers.
this negative Modifier to a Marriage when they're already allied to you.... they shouldn't care about it if they've already got a relationship with you... ie... I am allied to Austria, and i go to remarry him, and -100 reasons to marry, he's got too many diplomatic relations... Yes but he's already MY ALLY! and he's unlikely to break the Alliance since i am England. I don't even mention the Fact that when he was Emperor he allied A Free City (which is a meaningless alliance when he's emperor.) and the one province minor of Alsace. -_-''
You wanna know how to fix this give him a Positive modifier to a marriage when he is already allied to you...
And as to the Fixing the Emperor allying Free cities... -1000 modifier, Imperial protection... IE I am not allying you because this is a meaningless alliance, that neither of us benefit by.

Austria could ally a Free city to call him in in other offensive or defensive wars, so that doesn't really need to be fixed in my opinion
yes but the Free city gets nothing out of it, and they're the ones who usually ask.... The free city can't call them into offensive wars and they already would call them into defensive wars. And lets be honest 7 thousand troops is not that much help, especially when better options are available with vertually anyone who's an elector.
TBH I've only ever seen it this patch. Has it been present before?
it was around since at least the previous patch.

I honestly don't see anything wrong here. While the mechanism may seem an odd place to have this triggered, it should be an option for AI not to want to marry you for a variety of reasons.

This would make sense if the modifier was for the player being a potential future enemy, but no this modifier is based on Diplo relations which have nothing to do with future relations between the player and ally.

here is the thing: you can ALLWAYS break alliance... breaking marriage requires stabilty hit
if this wasnt like that I can easly abuse ai by allying them , marry them and break alliance. if they break marriage I can ally them back to remarry and do the same thing

I'll agree as sometimes you might want to break alliance with someone to free a slot. If you have royal marriage also, breaking that is more costly.

Until a new emperor is elected...

Plus, OPMs aren't that bad allies in practice, FWIW. Particularly free cities, which tend to have high dev. You can drag them into a war every 10 years rather than the usual 20, 30, or 40 years; they don't have inane territorial claims that span half of Europe; they don't usually want your subjects' territories, in stark contrast with colonizers. Not to mention, they'll be weak enough to actually join in on your war against the Ottomans, rather than be strong enough that the Ottomans will have increased relationships with them to the point where they're friendly.

yes but the AI doesn't seem to care about breaking Marriages either, since they will do it to anyone so that they can keep an alliance they already have going.
