Mark of the Otter malus applied to absorbed cities of races without the trait regardless of animal unit presence

Description​

Non-starter races in the cities of a wizard king who has taken the "Mark of the Otter" destiny trait are gaining the stability malus of the trait, despite not having it, even if animal units are present in the domain. Also, not all races appear on the diplomatic overview even when encountered.

Steps to reproduce​

Take the "Mark of the Otter" destiny trait choice during the relevant event. (In this case, the Voss map.) Absorbed cities of other races without the trait now show sustain a -20 stability penalty labelled Mark of the Otter, even when animals are present in the city.

I… uh… had a fit of pique about time wasted trying to overcome this and the sword/shield combo not giving a mount or Vigor anymore, and deleted the session. Momentarily lapsed into cranky consumer brain and not Dev "capture all the information" brain. Checked for a local backup, but no dice. :(
