Marines wont launch Naval attack

I have 5 marines im trying to send to Saipan

I control every water sector from Florida to Saipan
I have plenty of transports and it shows 10/10 assigned
I waited the 35 days till it said ready
I selected to leave from a port in Florida
The Battle Plan is green and active with the arrow animation
I have Air Superiority in Mariana Region
I have Navy Superiority in Mariana Region
Im at war with Japan who controls Saipan
These are the only 5 unites im tring to sent on Naval Assult
Its the only battle plan assigned to these Divisions

Marines just stand there smoking pot or something and dont initiate their battle plans. Also they did move from Washington to Florida but they wont get on the boat and sail to Saipan.

Im playing USA, sort of hard to play with Naval Invasions not working. Been at this for hours now and they wont fucking launch!

You might have to reassign my Asian Fleets Aircraft to gain Air Superiority again i was messing with them trying to get it to work

Japan hasn't gone to war with the US yet. Just the "European" Axis.

They are part of Axis, shouldnt i be at war with them when i join war on Allied side?

Ok well that was dumb of me not to notice that, i thought when i joined the war that i was at war with all the axis.
