Historically, the whole point of Marcher Lords was increased autonomy on border regions to allow local lords to respond effectively to threats and undertake punitive raiding when required/the opportunity arises (see the Douglas family of Scotland). Right now if you bump up to Centralisation Level 4 lords cannot declare war unless they have the War Declaration right. I propose that Marcher Lords also be able to declare war.
