I stumpled upon a bitter thing in my Silesia game today.
My March (Brandenburg with 54 basetax) declared independence on me, which is okay. But after I won the war I was not able to vassalize it back.
The only thing I could do was taking provinces etc. since the warscore for vassalizing was too high (151).
Winning the war and demanding stuff like warreperations did not work either, they stayed independent.
If I remember it right, normal vassal-independence wars//PU wars just need you to win the war.
I would guess this is a bug, but I'm not sure.
