I've been doing some things that I think a good tool would make easier and more fun, it really doesn't have to do with making a mod or scenario but it could. Basically the program would just be something to allow you to edit the map to create a specific world layout that you might have envisioned in your head. Like I have several visions for various scenarios. This would give modders/scenario makers the ability to create something flashy to try and recruit people to a mod development team.

I would do it myself if I were a programmer but I'm not so I can't. As to the other reply, yeah something like that, but rather than it making a scenario it just shows the country on the map.
