Map trading

Recently when playing on MyMap I have been playing potential colonial nations and have wanted maps. I've noticed that it is possible to trade maps with Portugal etc however they don't seem to give me all their maps. For instance I kept on bribing African states for new maps but Portugal always had 8 additional undiscovered provinces. My assumption is that the AI only gives maps of seas they have explored and inhabited provinces. This is supported by the same thing happening with the Aztecs where they only gave me maps of inhabited territory.

Has this always been the case or was it one of the patches?

It was one of the patches. The AI no longer shares information on uncolonized provinces.

When trading maps, you never get uncolonized lands. The only way to get these from portugal is to dow them and take their capital.
