We don't measure by base tax in 1.12, but total development level, which is base tax + production + manpower.

Wallachia has around 40 development IIRC, Scotland somewhere around 50.

Lithuania/Russia is not the focus this time around, perhaps next expansion.

What does all these extra provinces do with gamespeed? I already cannot run the game higher then speed 4, while I could run it at speed 5 easily in the past. Does this mean I have to drop down to speed 3 now?

We're only adding about 50 provinces this time, speed impact should be near-zero.
