Of course the map that I posted needs some interpretation. Andorra is insignificant and Gibraltar needs to exist. Baleares shoud be one province of course. But I think that Portugal provinces are good, and spain too. It could be the modern division but many of that cities existed in the game time frame

Actually, there is good historical reason why the Balearics should be at least two provinces, since the British owned Minorca for the better part of a century.
