I don't agree with vaud and wallis beeing swiss, because they never were swiss before. They became swiss and maybe are of swiss cultur right now, but certainly weren't at the time of the game.

I knew that francien was the substitute! It was the only one that felt more "right". It's also used in a big mod that's been here since eu3

We based German cultures on the imperial circles with some abstractions/extensions. No cultural setup is going to be perfect.
