Even after the republicans siezed power blue remained the quintessential Portuguese colour.Not a national colour, blue and white were until 1910 when the red and green republicans overthrew the monarchy.
I would hope they do not, I prefer the old blue borders of V2, you could not cross those borders, thus removing gray wasteland, but limiting movement as effective as wasteland@Wizzington will we be getting unowned/unownable/impassable areas like in Imperator/EU4? That makes for both more appealing looking maps, as well as more interesting army movement.
Edit: And... are those lines and dots on the sea trade routes...?!

I suspect this was done to allow Russia to avoid a Central Asian slugfest with China as it expanded south in Vic2, but with the revamped colonization of Vic3, I'm hoping the historical border will be implemented.Looks like Qing doesn't have its historical 1836 borders...Again, becauase Victoria 2 had the same issue.
It seems like they are using much later borders of late Qing/Republic of China when it comes to Central Asia, which are pretty much close to modern border lines in the region:

I hope they'll change this later on. A Qing that manages to modernize as fast as Japan would certainly retake those frontier regions from Russia.
You're right, it's too similar to Italy, Sokoto, and Brazil. Should be a unique color like purple, that hasn't been used for any of the major potential colonizers or Mediterranean-adjacent countries yet.>Green Portugal again

The most famous picture of the First Republic shows the vast majority of Portuguese troops and officials wearing some form of Blue outfit and uniform.
The green and red only really began taking over the national discourse post-1974.
