I believe those symbols represent Russian home provinces, even though most of them aren't even controlled by Russia.

Actually it was used long before that.
One theory is from the unification of Västra Götaland, Östra Götaland and Svealand.
And another theory, pointing at an even older origin, is that it is the symbol for the crowns of Tiundaland, Fjädrundaland and Attundaland, the ancient kingdoms that makes up modern day Uppland.
