Brief History:
After the Roman Empire abandoned Greece the local populace formed a new government based on (distorted) tales of the ancient Athenians. The government gathered popular support by giving the citizens the popular vote for all legislative matters while an elected official known as the 'Representative' managed all executive and judicial powers. Soon after it's formation, the new 'Athenian State' began annexing all surrounding lands in Central Greece and defending the lands of the Greek peninsula from the onslaught of barbarians who largely ignored the small state and Greece in general.
The people still take to the Roman fashion of dividing themselves up politically based on their favorite chariot teams. The Circus of Athens has been damaged numerous times due to the rowdiness of fans and it's a miracle that the enforcement branches of the government directed the Representatives manage to collect the 10% flat tax set by the popular assembly. Surprisingly, the popular assembly has been unable to lower or raise taxes ever since it's first creation as reactionaries immediately arise from either side of the political spectrum should debate commence regarding tax. If the Blue Demes asks to raise taxes for a public renovations project, the Green Demes will retaliate in full force and shoot down the proposal. If the Green Demes asks to lower taxes to ease financial struggles during an economic crisis, the Blue Demes will retaliate in full force and shoot down the proposal. In actuality, not much at all has changed ever since it's inception as a nation in the legislation. Even if a proposal makes it past the assembly floor, the Representative still might shoot it down with a staunch veto and that will usually end a proposal since getting two-thirds of Athens to vote in the same manner is generally impossible.
