Map Does Not Work

I have success with all other maps, but this one will not work even though I have it downloaded to my computer, please help.
I believe it is because it says this map depends on a theme, which does not work, what is the fix for this?
Nothing works (Map, asset editor, scenario) If I have my mods enabled, what do I do about this as well?

What map is this? My first guess would be a missing network, so checking what mods the map requires is a good place to start.

I have this map downloaded, I do not know where it is located in my cities skylines files though, would you know?(Just so I can share the map)

It loads to about 75%(The one map with workshop disabled, and any map/asset/game with mods enabled) then it just stops:

Where did you get the map? I can't find anything with that name on the workshop. Also I really wouldn't recommend installing stuff manually like that, it's much easier to just subscribe to them on the workshop both for installing and for deleting again.

Hmm, I can't say why that map won't load for you. It requires nothing extra to run. You can always ignore the map theme used for a map, it will simply switch to the default one for that type of map (temperate, tropical, boreal and so on).

Its not just that map, when I run with the workshop on, nothing works, no asset/map/theme creator, no games or scenarios will load, nothing at all. Do you know what mods could be causing this?

@Aegris - it appears this is a support issue. I recommend opening a thread with the pertinent information in the support forum and please do not spam posts in threads, especially just to @ people. It's really rude and doesn't help anyone.
