Manufactories Institution - Linked to capital?

Hi,

I checked the requirements for the manufactories institution to spawn in one of my province, and it said ideally the province had to be linked to the capital. The game said it wasn't, but there was a very clear route to it.

The province in question was Cairo, and my capital was in Baghdad. Is it because Baghdad is in Asia while Cairo is in Africa?

If it had a direct land connection with no other tags (even vassals) the only thing i can think of is a weird interaction with some of the new provinces. That being said it doesn't need one. I've had it appear in my indian TC with no land connection at all. The base check as far as i know is ANY province with one, with the chance of it being higher if the other conditions are met. Frankly its a crap shoot to where it lands now since AI can actually build stuff.
