When you take over a country how much of there manpower do you obtain. Like the as you change laws eg finlands was anything up to 1.8 mil Germany was like 36 mil etc

Probably varies on what occupation policy you have, assuming there is one.

Probably it will be similar as in HoI3, so as long as you have occupied a country you will get some penalties and when you annex the land in the peace deal you will regain the full potential of the provinces.

In HOI3 you did not get the full value of annexed provinces unless you had cores in them.

In a way this system was a little silly since Albania could make an empire by annexing lands and getting more manpower that way until it reached a point where 1% of the army was actually of Albanian manpower origin.

I am sure i read from the devs about it somewhere and they said that you only get an limited amount of their manpower, but i cant find that quote anymore. You probably get your answer tomorrow, when the next world war wednesday starts and they are finaly at war. Jakob will invade poland and kick of ww2 in that.
