Manpower?

Playing as England, I have unified the british isle (inlcuding Ireland), own all of north America down until panama, most of the caribean, parts of Africa, colonies in the pacific, and parts of India, my income is around 3000 a year, and my manpower is 17,000. This means that I cant fight a war with anybody with extensively using mercs, because of the 50% overseas penalty, add that to the 50% non-accpeted culture and the fact that all lands are taken, I dont see how i can remedy this situation.

You could build some regimental camps, conquer som high manpower chinese provinces or get som european "colonies".

Conquer places with lots of grain and high population, grain provinces add large amounts of manpower relative to population, so you can gain a significant boost from just a few such provinces.

If your slider is leaning toward Naval then that will reduce your manpower. Add Reg Camps will eliminate this penalty, one province at a time.
